We’re developing a Place Plan for the St Kilda Rd Neighbourhood, focusing on the Domain-Lakeside area. The plan will help Council understand local needs, coordinate future investment and identify practical actions to improve the neighbourhood over time.
It will bring together what Council already knows, what the community has told us, and what future growth may mean for the area. This will help guide decisions about public spaces, movement, safety, greening, services, community infrastructure and advocacy.

What do we mean by the 'St Kilda Road Neighbourhood'?
The St Kilda Road neighbourhood includes the Domain and Lakeside areas. The boundary of the area is from Dorcas Street in South Melbourne to Punt Road in Windsor, and St Kilda Road to Queens Road/Kings Way.
How will your feedback be used?
We're eager to hear your feedback and combine this with other considerations such as costing, feasibility, and expert advice to make sure we create the best possible outcome for everyone.
Your feedback will shape decisions about:
- What matters most for the future of the St Kilda Road Neighbourhood.
- What improvements are needed for streets, parks and public spaces.
- How walking, cycling and public transport connections can be made easier and safer.
- Opportunities to improve greening, shade and access to nature.
- What community spaces, services and facilities needed as more people move to the area.
- How public spaces can better support everyday life, including meeting friends, relaxing, playing and being active.
- How growth and new development can be managed so the community benefits.
- What Council should speak up for when working with government agencies, developers and other organisations.
- The actions and priorities included in the final Place Plan.
- The boundary for the Place Plan area.
- Projects, improvements or strategies that have already been finished, funded or agreed to.
- Things outside Council’s control, such as tram stops, traffic lights, state-managed roads, public transport, land managed / owned by the state-, or privately-owned land.
- Changes to planning controls require the Victorian State Government approval and are outside Council's direct control.
- Outcomes or recommendations associated with existing research and reports, such as the Domain Parking Review, will not be repeated.
- In the Domain area, parking has already been reviewed via the endorsed Domain Parking Review. Because there is limited space and some areas are not controlled by Council, the Place Plan will not be addressing parking.
- How much future funding is available, or when it will be provided. These decisions are made through Council's budget and planning processes.
