Have your say on Amendment C89 - Implementation of the Review of Heritage Overlay 1 (Port Melbourne)

Heritage Overlay 1 (HO1) is an area based heritage overlay that recognises the historical attributes of the Port Melbourne suburb. Included in HO1 is the Bay Street retail strip, surrounding residential neighbourhood, the Port Melbourne Light Rail Reserve and some limited industrial development concentrated near the foreshore.
The public exhibition period for Amendment C89 to the Port Phillip Scheme concluded 28 May 2012.

Background

A review of HO1 was undertaken by Lovell Chen Architects and Heritage Consultants in 2011.

The amendment provides for the planning scheme implementation of this review of HO1. Reflecting this review in the planning scheme will ensure the heritage controls remain current and will assist in the conservation of heritage places within Port Melbourne.

The key recommendations of the review include:

  • Extending HO1 to cover 244 additional residential properties and Turner Reserve.
  • Grading changes for 48 individual properties currently within HO1 and new individual heritage gradings of the 244 properties proposed to be included within HO1.
  • An updated citation for HO1 which indentifies four sub-precinct citations. The revised citation provides greater clarity of the historical significance of Port Melbourne and the 244 additional properties.

(Note: A citation includes a history and description of the site or area, and a Statement of Significance that identifies 'what' is historically important and 'why' it is important. Citations are used to inform decision making on planning permit applications for heritage places).

  • Applying two new site specific heritage overlays and associated citations for the Port Melbourne Cricket Ground (includingN orman L Goss Stand) and Edwards Park.
