This consultation has concluded.

Council adopted the Bay Street Activity Centre Structure Plan and Planning Scheme Amendment C103 on 26th August 2014. 

The structure plan provides a framework to guide future change and development in the centre. The focus is on improving streetscapes, walking/cycling connections and land use clusters whilst reinforcing the essential character of Bay Street and the surrounding area.

TheAmendment implements the planning scheme changes recommended in the Structure Plan.

Community consultation

Community consultation on the Structure Plan and Amendment took place in September 2013.  

We received 55 submissions from individuals and organisations.

On 25 February 2014, Council resolved to refer the amendment and all submissions to an Independent Panel for review. Council also endorsed specific changes to the Structure Plan and Amendment.

The Minister for Planning appointed an Independent Planning Panel to consider all submissions and to give an opportunity for submitters and Council to be heard. All submitters were invited to participate in the panel hearing process.  The Panel’s overall recommendation was that Amendment C103 to the Port Phillip Planning Scheme be adopted, with specific minor changes.

Implementation of the Structure Plan will be through changes to the Port Phillip Planning Scheme (in the form of Amendment C103), as well as through Council’s future capital and non-capital projects and programs.
