Elwood Park is home to six clubs who share four sports fields, a shared pavilion and change facilities. We have seen an increase in participation in sports clubs sport, particularly with more women and girls getting involved. This growth means the change rooms and facilities are no longer meeting the needs of members. To keep up with this demand, and to ensure the safety of all users, we are planning to construct a temporary building to house new facilities including two club users’ change rooms and four all gender toilets.

Due to this, on 2 November 2023 Councillors supported a 'Notice of Motion' that Council "Request officers to investigate options to expeditiously and cost effectively provide additional change and umpire room infrastructure at Elwood Reserve to cater for growth and better support participation by women and girls in sport while longer-term infrastructure requirements are addressed through the Elwood Foreshore Masterplan (currently under development)."

The site is preferred due to the following:

• close proximity to the existing facility and sportsgrounds
• has good access from the parking/driveway
• clear lines of site for safety

The Elwood Foreshore Masterplan references the need for additional change rooms and toilets at the existing Elwood Park Pavilion.

As we implement the Elwood Masterplan the pavilion will be updated and when this happens this building will be removed.

A modular building is a construction method where a building is assembled from prefabricated modules or components in a factory and then transported to the construction site for final assembly. These modules can include various parts of the structure, such as walls, floors, and even entire rooms, and are designed to fit together seamlessly, allowing for faster and more efficient construction.

The toilets will be operated in the same manner as the changeroom and toilets in the existing pavilion; opened and closed to accommodate sports club use.

The existing public toilets, that have longer opening hours, will not be effected by this project.

The building is temporary, and it is anticipated it will be in place for at least 5 years as we implement the Elwood Foreshore Masterplan

As we implement the Elwood Masterplan the pavilion will be updated and when this happens this building will be removed.

The facility will be used by hirers of the reserve/pavilion, which predominantly will be the tenant sports clubs.

Originally additional referee facilities were going to be included as part of this upgrade. However investigations found space in the pavilion to increase these facilities within the current footprint.

Community members are invited to provide feedback on the project using the online feedback form.

Residents will be made aware of the survey through letterbox drops and signage on site. Clubs who use the reserve have been contacted directly.
