Thank you for your participation in Draft St Kilda Live Music Precinct Policy.

In March - April 2023, we asked you for feedback on the Draft Policy to support and sustain live music to ensure it continues to be an everyday part of life in the City of Port Phillip.

We received feedback from over 360 people including residents, performers, venues, and visitors.

In summary, we heard that:

  • Participants would like to see more live music at venues, indoor and outdoor music events, a greater variety of music, increased promotion of events and a variety of hospitality venues surrounding music venues.
  • Participants were presented with five policy principles and asked to indicate their level of support. Overall, the level of support across all proposed principles was high.
  • Areas of improvement were identified as: providing more diversity of music, improving accessibility to venues, improving safety, and stronger planning and governance to support residents living near music venues

    The policy was endorsed at a Council meeting on 21 June 2023.

    Changes to the Draft Policy

    Changes to the Draft Policy which reflect and incorporate feedback received through feedback form community and industry consultation includes:

  • Increased communications regarding live music impacts (those perceived negatively and positively) for all stakeholders.
  • Assistance for venues and events to diversify live music offerings according to identified gaps/priorities, including mechanisms to attract live music where the market doesn’t meet identified needs
  • Policy structure and wording has been updated to enhance readability and more clearly express intentions.
  • In 2021, Council endorsed the Live Music Action Plan (LMAP) which recommended the development of a live music precinct. St Kilda is home to almost 70 per cent of live music venues in our City and was selected as the prime location for a precinct.

    We are creating a Draft St Kilda Live Music Precinct Policy to support and sustain live music to ensure it continues to be an everyday part of life in the City of Port Phillip.

    We have drafted a policy to outline how we plan to support residents, performers, venues, and visitors during the development of a proposed live music precinct in St Kilda.
