Council resolved to adopt a two stage process to implement the new residential zones.

Stage 1

Council adopted a 'Stage 1' translation of the New Residential Zones and resolved to request the Minister for Planning undertake an amendment (Amendment C113) to implement the new residential zones.

Amendment C113 is based on the ‘consultation proposal’ with minor changes including:

  • Adjusting the sliding density scale in the Neighbourhood Residential Zone.
  • Modifying density controls for social housing sites in the Neighbourhood Residential Zone.
  • Making minor adjustments and some site-specific changes.

At the end of June, the City of Port Phillip was advised that due to processing delays within the State Government, the Council's Stage 1 translation of the new residential zones in Port Phillip would not be approved by 1 July.

On 1 July, the Residential 1 and 2 Zones were replaced with the General Residential Zone across Port Phillip. However, this will be on an interim basis.

Council is working with the Department of Transport, Planning and Local Infrastructure to achieve Ministerial approval of the Stage 1 translation as quickly as possible.

Stage 2

The Stage 2 process will consider further potential changes to zoning for specific precincts, following consultation with affected property owners.

The consultation on Stage 2 took place at the end of May for 4 weeks. Affected property owners and anyone who has made a submission to date were given the opportunity to comment. Council is currently considering submissions.
