
With more than 8,500 registered dogs in Port Phillip and many more visitors enjoying our parks and foreshore every day, there is growing demand for more access to off-leash spaces.
That’s why we’ve identified new locations as potential dog off‑leash areas and want your feedback on their suitability. These locations include Point Ormond Reserve and the beach north of Point Ormond rock groyne in Elwood as well as Anzac Gardens and Kirrip Park in South Melbourne.
We’re also exploring adding a fence to the dog off-leash area at Clarke Reserve in Elwood to create a safer environment for off-leash activity. This comes after we heard feedback from the community during our engagement on the nearby play space and would be in addition to the fencing that is planned to go between the play space and dog off-leash area.
Share whether you think these options are suitable before 11.59pm on Sunday 31 May 2026. Your feedback, alongside recommendations from the Dog Off Leash Guidelines, will help inform Council’s decisions to change these spaces.

What you can't influence on this project
Your feedback can’t influence:
- The budget that would be allocated for each of these projects if they proceed. The budget is allocated through Plan for Port Phillip 2025 – 2035.
- The way off-leash spaces are managed and enforced. These are outlined within the Domestic Animal Management Plan.
- The play space at Clarke Reserve is scheduled to be fenced regardless of this project’s outcome as part of an upcoming upgrade.
