The City of Port Phillip’s foreshore is a special and well‑known part of our area. Many people feel connected to it, and it’s an important part of our lifestyle. It’s enjoyed by both locals and visitors, and it also provides important natural spaces for coastal plants and animals.
But things are changing. Our environment is facing more extreme weather, and our population is growing. This puts more pressure on our beaches and coastal parks. To prepare for the future, the City of Port Phillip has updated its Foreshore Management Plan (FMP) as part of Our Coastal Future.
This plan will guide how we look after our beaches, coastal parks and reserves over the next 10 years. It aims to respond to current and future challenges, and to reflect what our community cares about most.
The updated FMP includes:
- A clear long‑term vision for looking after the foreshore.
- Goals to help guide future decisions.
- Actions for the whole municipality, as well as for specific areas, to be delivered over the next 5–10 years.

Goals and priorities for managing the foreshore
This includes what matters most to you, such as protecting natural areas, improving access, supporting recreation, increasing biodiversity and preparing for climate change. These priorities are based on earlier engagement, and we are asking the community to review and add to them.
The key themes and issues to focus on
We want to know whether the draft plan reflects the opportunities and challenges raised earlier (for example: erosion, habitat protection, safer paths, cleaner beaches, better amenities).
Proposed actions for the next 10 years
We’d like your views on whether the draft actions are clear, achievable and in line with what you expect for the future of the foreshore.
How the plan is put into action
Your feedback helps decide what gets included, what comes first, and how the actions are delivered, including timing and funding.
Some things are already set and cannot be changed through this consultation. These include:
- State Government laws and policy requirements.
- Responsibilities of Council and State agencies for managing different areas of coastal Crown land and assets.
- Council’s annual budget process, which affects how much funding can be allocated to the proposed actions.
