Update: Engagement Summary Report now available
Thank you to everyone who took the time to provide their feedback on this project. We have finished analysing your feedback and published the Engagement Summary Report.
Council will use the feedback from this consultation to advocate to the State government for improved safety features on the State-managed Williamstown Road.
About this project:
Williamstown Road in Port Melbourne is a busy, heavy freight route with limited safe crossing options between Todd Road and from Beacon Road to Graham Street. To improve safety for all road users, (including people walking, riding and driving) the City of Port Phillip has been advocating to the Department of Transport and Planning (DTP) for the introduction of a pedestrian-operated signalised crossing on Williamstown Road and a safe bike lane on Beacon Road that will help connect Port Melbourne to the growing Fisherman’s Bend area, including the Port Melbourne Secondary College and the JL Murphy Reserve.
The proposed improvements are in line with Council’s Move, Connect, Live Integrated Transprt Strategy 2018-28 which aims to “Improve the pedestrian connectivity across major roads between Fisherman’s Bend, Port Melbourne, South Melbourne and Docklands including Williamstown Road and Lorimer Street”.

The proposed concept design.
This concept design aligns with Council's strategies to enhance safety for pedestrians and bike riders, aiming to address a critical gap in the walking and bike riding networks in Port Melbourne. Additionally, the design incorporates safety improvements for car drivers.
Our mission is to make our streets safer and more welcoming for walking, biking, taking the bus, or driving. These changes are designed to benefit the entire community, ensuring easier and safer travel for all. We are committed to making Port Melbourne and Port Phillip a better place for everyone living and visiting our city.
Proposed safety improvements
The suggested designs below represent the concept plan for safety improvements. Council will use the community consultation to inform any improvements to these designs going forward.
A new pedestrian-operated signalised crossing on Williamstown Road near Beacon Road, including the removal of two parking bays on Williamstown Road, to provide a safe crossing option.
A dedicated bike lane along Beacon Road from Williamstown Road to Crichton Avenue will include the installation of a green treatment and line markings. To further improve safety, the bike lanes will be located in-between the footpath and the newly aligned car parking bays. There will be no loss of car parking (please refer to image).
A new shared pedestrian and bike path along Garden City reserve will help connect the Garden City bike trail to the new signalised crossing.
Kerb extensions will provide additional safety measures.
A raised crossing at the intersection of Crichton Avenue and Beacon Road, to improve crossing safety
Relocating PTV bus stop on Beacon Road to Crichton Avenue and Community Bus stop from Williamstown Road to Page Avenue – both approximately 100 meters from their current location, to accommodate for required safety changes and promote accessibility to public transport.
Intersection upgrade to Williamstown Rd / Beacon Rd intersection to provide additional safety measures and improve turning conditions for car drivers.
