About the Place Plan
The St Kilda Road neighbourhood is growing and changing. More people are living working and visiting the area, which means there is more demand for parks, community facilities, local services and public spaces. At the same time, major investments such as Anzac Station and the St Kilda Road bike corridor are changing how people move around the neighbourhood.
The Place Plan will help Council respond to these changes and plan for the future in a coordinated way. It will bring together what we already know, what the community has told us, and the work already happening across the area.
The Place Plan will help us:
- document what the community has told us about the area.
- plan improvements over time
- guide future projects and investment
- improve how Council teams work together
- build on work that is already happening
- identify local opportunities and partnerships
- advocate for things Council does not directly control
- explain what can be delivered, when and why
What the Place Plan aims to do
The Place Plan will help to respond to the changing needs of the neighbourhood and improve everyday life for people who live, work or visit the area.
It will focus on:
- creating a more liveable and vibrant neighbourhood
- better access to parks, public transport and local places
- safer and easier walking and cycling
- more trees, shade and greenery
- support for community facilities, childcare, local services and everyday needs
- more welcoming streets and public spaces
- protecting the area’s character and identity
- making sure new developments and growth is managed and benefits the community guide Council projects, partnerships and advocacy.
What we already know from community feedback so far
Through earlier planning work, community conversations, Councillor input, customer requests and site visits, we have heard what people value about the St Kilda Road neighbourhood, as well as the issues they would like to see addressed.
We've heard that people value the area’s:
- parks and open spaces
- public transport access
- walkable streets
- trees and greenery
- local character
- sense of community.
Previous meetings, community discussions, customer requests and complaints have highlighted five key themes.
- Movement and safety are major concerns, particularly traffic congestion, difficult crossings, parking, pedestrian safety, cycling conflicts and poor connections to parks, Anzac Station and St Kilda Road.
- Desire for better access to parks and open space, including improved wayfinding, safer crossings, more greening, shade, tree replacement and upgrades to Kings Way Reserve.
- Desire for more inviting community places, such as improvements to nature strips, activation of vacant shops, evening activity, markets and new community facilities.
- Growth and construction impacts are creating pressure, including construction fatigue, parking issues, servicing and loading conflicts, and concerns that infrastructure is not keeping pace with development.
- Desire for better coordination and long-term investment, including stronger Council/developer coordination, advocacy on traffic signals and powerlines, new open space opportunities and community infrastructure planning.
How your feedback will make a difference
Your feedback will help us understand what matters most to the community and where improvements are needed. We will use your feedback to help:
- identify local priorities
- guide future projects and actions
- improve how Council plans and coordinates work in the area
- support future funding decisions through Council’s budget processes
- advocate for changes that involve other organisations or levels of government
- make sure future planning reflects local needs and community values
Some things may be outside Council’s control or may take time to deliver. However, your feedback will help us make better decisions, focus on the right priorities and plan for the future of the St Kilda Road neighbourhood.
