Between Monday 20 April and Sunday 17 May 2026, we invited you to share your views on a draft amendment to the Community Amenity Local Law.

The proposed amendment aims to address community concerns on the long-term parking and storage of caravans, boats and trailers on Council land and roads. If it's adopted, people in the City of Port Phillip will not be able to store or park a caravan, boat or trailer on a Council Road or Council land for more than 14 days (within a 60-day period).

Almost 200 people shared their perspectives on the proposed change as part of this stage of the project. This is in addition to more than 600 people who provided feedback in October and November 2025 on the initial wording. Thank you to everyone who took the time to provide feedback.

We have brought your feedback together into a report that highlights the key themes and sentiments shared by the community during this stage of consultation.

Next steps

The engagement results will be presented alongside the proposed amendment at the Council Meeting on Wednesday 17 June 2026 to help inform Council’s decision on whether the amendment should be adopted. Prior to its presentation to Council, the Local Law amendment has been certified by an independent Australian solicitor in line with the requirements of the Local Government Act 2020.

If the amendment is adopted at this meeting, it will be published in the Government Gazette and on our website, followed by a final public notice advising when the amendment will come into operation. This is likely to be within 2 months of the decision.


We’re proposing a change to the Community Amenity Local Law to address community concerns on the long-term parking and storage of caravans, boats and trailers on Council land and roads.

There are currently no specific rules regulating how long caravans, boats, and trailers can be kept in these public areas.

In April and May 2026, we invited community members to read the draft amendment and share your views. Your feedback will help inform whether we go ahead with the proposed changes.
