The Community Amenity Local Law 2023 guides Council’s compliance and enforcement activities for a wide range of topics, including property, public amenity, construction sites, keeping animals and camping on Council land.

In late 2025, the City of Port Phillip undertook a community engagement process to gather feedback on a potential change to the Local Law regulating the long-term parking of caravans, boats, and trailers on roads and public areas. This initiative responds to growing community concerns about parking scarcity, road safety and the visual amenity of streets.

The engagement was the first touchpoint with the community to understand the support of potentially adding a time limit to caravans, boats, and trailers parked on public land to ensure community amenity, fair access to parking and clear public spaces.

Currently, our Local Law contains no specific provisions regulating how long caravans, boats, and trailers can be kept in these public areas.

The draft wording was tested with the community during consultation late last year. It proposed that:

“A person must not store or park on a Council Road or Council land a:
  • Boat
  • Trailer; or
  • Caravan
For more than 14 days (within a 60‑day period).”


The wording was well received by the community and has formed the basis of the formal amendment. Support for the proposed change was strong, with 72% of survey participants and 67% of participants in the Neighbourhood Engagement Program supporting or strongly supporting it.

Based on this level of community support, Council has been preparing the formal amendment documents to ensure they align with the statutory process.

This will be your last chance to provide feedback on the amendment before it is presented to Council for adoption.

What is the process to amend the Local Law?

Adding an amendment to a Local Law is a formal process that results in the amendment being treated as a new mandated piece of legislation. This is in line with statutory process under sections 73 and 75 of the Local Government Act 2020. To be considered as a formal amendment, it must complete the following process:
  • Council Endorsement:

    Where Council formally endorses the proposed Local Law amendment to be released for community consultation. This happened at the Council Meeting on Wednesday 6 August 2026.

  • Consultation and Public Notice of Intention to Make Local Law Amendment:

    The community is given the opportunity to provide feedback and submissions on the proposed Local Law amendment. This consultation is your chance to do this.

    Consultation is open from Monday 20 April to 11.59 pm on Sunday 10 May 2026.

  • Final adoption:

    The Council must pass a final resolution to 'make’ the Local Law amendment. This is scheduled for 17 June 2026 Council Meeting. The Local Law amendment must be certified by an external Australian solicitor prior to adoption.

  • Gazettal and Public Notice of Making the Local Law Amendment:

    The adopted amendment is published in the Government Gazette and a final public notification is made specifying when it will come into operation.
