The City of Port Phillip has a proud history of taking a compassionate approach to supporting the most vulnerable members of our community. We work closely with housing, mental health, and drug and alcohol services to help address the underlying causes of rough sleeping.

This strategy guides Council’s role in helping people who are experiencing, or at risk of, homelessness to find secure housing.
Delivered in partnership with local health and welfare providers, the program aims to end rough sleeping in Port Phillip by securing safe, affordable long‑term housing with tailored support.
This is a community-led, evidence-informed project designed to strengthen resilience and reduce the impact of trauma and shame in our community.
Alongside this preventative work, we’re responding to residents’ concerns about behaviour at rough sleeping encampments on Council land and how this affects people’s ability to use and enjoy public spaces.
To support this, we’re proposing a change to the Community Amenity Local Law. This change would give us clearer instructions on how to respond to camps on Council land when they affect the community’s safety, wellbeing, or enjoyment of the area.
In some cases, the amendment would also allow authorised Council staff to remove equipment from these encampments. This would be a last resort approach, used once all other options have been explored.
Before any consideration is given to removing items, we will make every effort to engage with individuals and address concerns through support, working closely with local health, outreach and housing services. This includes connecting people with existing supports, offering assistance on site and exploring non‑punitive options wherever possible.

Community engagement took place from 22 May and closed on 29 June 2025 on the Community Safety Plan. This consultation included questions to inform the Community Safety Amendment Local Law 2026.

A Community Safety Plan demonstrates Council’s commitment to working in partnership with the community and key stakeholders to provide a safer and more vibrant community for all. It details the City of Port Phillip’s contribution to making our community a safer and more resilient place to live, work and visit. It also aligns with a range of state and federal strategies that relate to crime prevention, family violence, reducing harm from alcohol and drugs, emergency response and community safety.
This report was published in November 2025 and on Wednesday 10 December 2025, Councillors formally adopted the new Community Safety Plan for Port Phillip.
