What is the plan for the public toilets at Edwards Park?
We are getting ready to upgrade the Edwards Park Public Toilets, to increase the safety of toilet facilities and provide better amenity and access for our community.
The proposed upgrade would involve the construction of a new public toilet facility in a more suitable location for children and families to use whilst enjoying the park, and the removal of the current toilets.
The new facility would include three accessible toilets:
- Two unisex toilets that are Disability Discrimination Act compliant
- One all-gender ambulant toilet.
These toilets will be equipped with:
- Separate entry doors for each toilet
- A roof over the toilet building (current toilet building does not have a roof)
- Baby-change facilities to enable carers of any gender to change their baby
- Hooks to hang personal items while using the toilet facilities
- Sanitary bins
- Clear and inclusive signage
- MLAK (Master Locksmiths Access Key) access for individuals with specific needs
- On-site cleaning facilities and storage for cleaning supplies for regular maintenance.
We plan to procure a mural for the outside walls by the same artist and in a similar style to the current mural.

Proposed location for the upgraded public toilets
Council considered a range of locations for the upgraded public toilets at Edwards Park. In the map below, location 4 is where the current public toilets are and location 2B is where the upgraded public toilets are proposed. Site 2B scored highest on CPTED ratings as the safest location for our community.
What makes the proposed toilets safer?
The proposed public toilets have been designed to increase the CPTED ratings of the current toilets.
Crime Prevention through Environmental Design (CPTED) is a way of preventing crime through reducing or removing opportunities for criminal and anti-social behaviour, making spaces safer and more effectively used.
We have considered:
- Surveillance (seeing and being seen)
- Access Control (connections and navigation)
- Territoriality Reinforcement (ownership and demarcation)
- Space Activation and Management (maintenance and integration).
Council considered a range of possible locations and their CPTED ratings. You can take a look at the CPTED scores of the current toilet location (4) and the proposed toilet location (2B) in the table below. A higher score means a safer location.
