Council is updating the Emerald Hill Masterplan from 2012 (South Melbourne Town Hall public space) to match what’s changing in the area. This includes upgrades to the Town Hall, the possible move of the Bank Street Police Station, and people wanting better public spaces. Big changes are also happening nearby, like upgrades to South Melbourne Market and new homes and offices in South Melbourne and Fishermans Bend.

The plan suggests making the Town Hall forecourt and open space bigger and better, while recognising the area’s importance to First Nations people as a historic gathering place. The goal is to make the area easier to walk around, greener, and better for community events, art, and culture.

Two approaches have been developed converting sections of Bank Street to expand green open space. Option A closes a section of Bank Street to create a barrier-free, larger open space. Option B maintains vehicular circulation along Bank Street.
