In the Port Phillip Planning Scheme, the Municipal Planning Strategy (MPS) introduces Port Phillip’s vision for our city and sets the basis for local content in the planning scheme. It provides an overview of important planning issues within the municipality and outlines the strategic directions for planning in Port Phillip.

Amendment C219port makes the following changes to the MPS clauses in the Port Phillip Planning Scheme:

  • Context (Clause 02.01): Context plan in Clause 02.01 has been updated to include revised South Melbourne Major Activity Centre boundary
  • Vision (Clause 02.02): No changes proposed to Vision in Clause 02.02
  • Strategic directions (Clause 02.03): Updated strategic directions for South Melbourne in the Municipal Planning Strategy at Clauses 02.03-1 (Settlement) and 02.03-6 (Economic development) more strongly reflect the role of the South Melbourne MAC, South Melbourne Enterprise Precinct and the Kings Way Mixed Use Corridor as an anchor for a sustainable and well-designed mixed use precinct.
  • Strategic framework plans (Clause 02.04, read in conjunction with Clause 02.03): Maps updated where relevant to identify new boundaries for the South Melbourne Activity Centre, Enterprise Precinct and Kings Way Mixed Use Corridor.

The PPF is the policy content of a planning scheme and provides a context for spatial planning and decision making by planning and responsible authorities, including Council.

The PPF comprises clauses 10 to 19 of the planning scheme and is a single integrated policy source that includes state content in the form of state and regional planning policy and local content in the form of local planning policy.

Amendment C219port will delete the existing Clause 11.03-1L-05 (South Melbourne Central) in the PPF and introduces new place-based polices to the Planning Policy Framework at:

These are place-based policies that will support vibrancy, liveability and diversity. Together, these policies seek to strengthen and consolidate the MAC’s retail, commercial and residential role, expand the Enterprise Precinct’s role and ensure the viability of the Kings Way Mixed Use Corridor. Specific policy is included in Clause 11.03-6L-08 (South Melbourne) on activities and uses, built form and building design, access and movement, and the public realm.

Meanwhile, specific policy in Clause 17.01-1L (Diversified economy - South Melbourne Enterprise Precinct) and Clause 17.01-2L (Innovation and research – South Melbourne Enterprise Precinct) seek to reinforce and expand the South Melbourne Enterprise Precinct’s provision of diverse employment opportunities, facilitate innovation enterprise and creativity, and providing a complementary function to the South Melbourne Major Activity Centre.

Changes to the following PPF clauses make minor updates to reflect the directions of the South Melbourne Structure Plan, in addition to recognising its role as a background document in the Port Phillip Planning Scheme to provide guidance on specific development matters as they relate to the Structure Plan area:
