The South Melbourne Heritage Gaps Analysis 2023 (prepared by Trethowan) recommends the following places be included in the Heritage Overlay to the Port Phillip Planning Scheme, summarised on the map below:
- HO561: 89 and 99 Eastern Road, and 36A and 58A Napier Street, South Melbourne
- HO563: 110 Bank Street, South Melbourne
- HO564: 151, 153 &155 Dorcas Street, South Melbourne
- HO565: 108 Bank Street, South Melbourne
- HO566: 167-173 Coventry, South Melbourne
- HO567: 82-86 Clarke Street, South Melbourne
- HO568: 49-55 York Street, South Melbourne
- HO569: 152 Clarendon Street, South Melbourne
- HO570: 68 and 70 Market Street, Southbank
It is also recommended to extend the boundary of HO440 to apply to an additional four heritage places:
- 2 Alfred Place, South Melbourne,
- 214-216 and 220 Clarendon Street, South Melbourne
- 31 Ross Street, South Melbourne
- 22 Moray Street, South Melbourne.

These places will be included in the schedule to Clause 43.01 (Heritage Overlay) of the Port Phillip Planning Scheme. A statement of significance has also been prepared for each place setting out:

- How is it significant?
- Why is it significant?
The statements of significance will be incorporated into the Port Phillip Planning Scheme, which means they will be separate documents that form part of the Port Phillip Planning Scheme.
