Council has completed the road closure process to create a permanent park in Moubray Street.

Moubray Street, Albert Park, between Withers Street and Bridport Street West has been closed to traffic and used as a shared community space since 2013.

In August-September this year of 2022, we checked in with the community to see how that space would be best used into the future. During the consultation period, we heard that there was strong community support to keep the space closed off from cars and retained as a park.

As a result, Council undertook the process of closing that section of the road to through traffic permanently. This was successful and the space has been upgraded into a permanent park, improving access and community use, as well as increasing greening and tree planting in the park.

We will be consulting on the permanent closure of Moubray St concurrently. The process will likely commence in September 2022, pending Council approval.

Typical administrative procedures for the implementation of permanent road closures are summarised below:

Prepare the proposal, including
- appropriate plans
- addresses of abutting properties
- list of owners and occupiers of such properties.
Obtain report from VicRoads on the proposal.
Serve notice of the proposal on the above owners and occupiers. Section 223 of the Local Government Act contains the procedures for hearing submissions.
Publish notice of the proposal in an appropriate newspaper.
Consider submissions from the public.
Adopt/reject the proposal by order of Council with or without modification.
Publish notice of adoption in an appropriate newspaper and send notice of adoption to all objectors.

This process is routinely undertaken by an independent consultant. The time expected for completion of this process is up to 3 months with each stage providing a statutory minimum period for advertising, receiving submissions, hearing submissions and presenting the report to Council with recommendations.
