Thank you to everyone who provided feedback during the recent community consultation.
Council received 9 contributions in total from the 30-day community consultation and public notice campaign including 3 alternative name suggestions.
Alternative name suggestions all contradicted Principle D - Ensuring names are not duplicated within a 5km radius. This includes similar sounding names:
- Vittoria Lane:
The original proposal was initiated by a family member who also proposed the name “Vittoria Lane” in honour of Vittoria Carbone. However, GNV denied the name sighting Principle D. The family advised she was also affectionately known as ‘Queen Vicky’ and ‘Vicky Lane’ would be their next preferred option.
- Felix Lane
This name can’t be approved because it goes against the rule that locations must not have the same or very similar names within 5km. There is already a Felix Lane directly across the street. Having two lanes with the same name on opposite sides of the road could confuse emergency services, as they may not know which side the emergency is on. This could lead to delays in reaching the correct location.
- Gatwick Lane
The Gatwick Private Hotel apartment building is located 150 meters away from lane R3937 so this may cause confusion for emergency services.
Next steps:
All feedback and any appeals have now been recorded, and this consultation is now closed.
Request for name to be gazetted has been lodged and street signage will be installed once approved.

The City of Port Phillip is undertaking statutory procedures to name unnamed Laneway R3937 as 'Vicky Lane'. The laneway runs alongside 17 Loch Street and 15 Park Lane, St Kilda West. This naming is required to provide sufficient identification for visitors and emergency services.
Naming this laneway won’t change your usage of the area or the facilities, but it will assist emergency services to save critical minutes when locating incidents, and improve access for visitors and other essential services such as drivers and deliveries.
It is proposed to name unnamed Laneway R3937 as ‘Vicky Lane’ in commemoration of Vittoria Carbone. Ronald and Vittoria Carbone purchased the Gatwick Hotel, a long-term boarding house for the area’s disadvantaged in 1977. After Ronald's death in 1983, his daughters Rose and Yvette, helped their mother Vittoria (known as "Queen Vicky") run the hotel. Vittoria was most admired for insisting all residents were treated with respect and creating a welcoming environment.. The proposed name has been assessed against The Naming rules for places in Victoria 2022 and meets all criteria
