Project background

We're expanding Pakington Street Reserve in St Kilda. The project delivers a priority action from Council's Public Space Strategy and will increase access to open space in Balaclava/St Kilda East, one of the neighbourhoods with the lowest amount of public open space in the municipality.

The draft concept plan was shared with the community and included native planting, open lawn, seating and artistic elements reflecting the site's history.

What did we ask?

During July and August 2026, we asked for feedback on the concept design for Pakington Street Reserve, including the layout, playground, seating, accessibility and community garden.

We asked the community what they liked and disliked about the draft concept plan for the expanded reserve, and whether the proposed design would meet the needs of local residents and park users.

Who did we hear from?

We heard from a total of 81 people. Participants included local residents, park users and community members with a strong connection to the area. Feedback was received from people across a range of age groups and backgrounds, with most respondents residents of St Kilda.

What did we hear?

Across all engagement activities, participants highlighted the following priorities:

  • Strong support for more open green space, trees, native planting and opportunities to connect with nature.
  • Requests for a larger and more diverse playground that caters to a wider range of ages.
  • Support for retaining community-focused features, including seating, gathering spaces and the community garden.
  • Interest in additional amenities and improved safety, particularly lighting, shelters and park facilities.
  • Support for recognising local history and ensuring the reserve balances the needs of different users, including families, dog owners and local residents.

You can learn more about what we heard in the engagement report below.

What happens next?

Based on your feedback, we will create a detailed design for the reserve and share it with you. Construction on the upgrades to the reserve is due to start mid-2027.
