The Plan for Port Phillip (including budget) 2025-35 guides how we serve our community. It defines the services and projects Council will deliver for the people who live, work and play in the City of Port Phillip. It provides a strong foundation for the continuing rollout of projects, services and initiatives that go to the heart of the health and wellbeing of our diverse community. A Budget outlines the income and revenue we receive and the planned spending across our services and initiatives over the next 12 months and subsequent 3 financial years. A budget is prepared and adopted each financial year.

Between November 2025 and February 2026, we asked our community what matters most to them. What we heard helped shape a draft Plan for Port Phillip (Year 2), including the draft Budget for 2026-27.

What did we ask?

From 1 May to 29 May 2026, we asked for feedback on the draft Plan and Budget for Year 2, to make sure it reflects what is important to our community.

Who did we hear from?

What did we hear and how did it affect the outcome?

Community members called for safer, cleaner and more accessible neighbourhoods, better-maintained public spaces and infrastructure, support for local businesses and community facilities, stronger action on sustainability, arts and culture, more affordable housing, and clearer communication and engagement from Council. As a result of community feedback, Council is investing in:

  • St Kilda Police and Citizens Youth Club’s youth program
  • An expansion of our Accessible Beaches program
  • additional local arts and events, including support for the National Theatre
  • additional activities that support community safety and wellbeing.

What happens next?
