On 5 June 2019 Council endorsed the St Kilda Marina Planning Scheme Amendment, Procurement Plan, updated Probity Plan, updated Project Approach and Community & Stakeholder Engagement Plan.

An amendment to the Port Phillip Planning Scheme is required because the existing planning controls would not adequately reflect the type of public and private use envisaged for the site, as specified in the Site Brief. This is because the current planning controls do not provide the necessary level of certainty to all stakeholders, including Council, the community and the future lease holders.

The Procurement Plan will serve as an overall guide for the procurement process. Council is now inviting Expressions of Interest (EOIs) for a new long-term lease for the St Kilda Marina site. The Invitation document was released to the market on Saturday 8 June 2019 via an advertisement in The Age and online via Council's website for managing EOIs and Tenders.

The intention of the EOI process is to introduce the opportunity of the new lease to the market and seek submissions from suitably qualified developers/operators.
