Route 96 tram

This consultation is now closed.

As part of the Route 96 upgrade, Public Transport Victoria (PTV) and Yarra Trams are proposing to make changes to tram stops on Fitzroy St and Acland St in St Kilda.

Following a thorough community consultation process, Council endorsed design options at a meeting on 12 November 2013.


As part of the Route 96 upgrade, Public Transport Victoria (PTV) and Yarra Trams are proposing to make changes to tram stops on Fitzroy St and Acland St in St Kilda.

In consultation with local residents, traders and public transport users, Council developed and provided a submission to PTV.

Community reference groups

The submission recommended we work collaboratively with community representatives, PTV and Yarra Trams to develop new designs that will give us the best outcome for each precinct.

To do this, we established two Community Reference Groups (CRG) for Acland Street and Fitzroy Street. The comments and ideas received during the CRG sessions informed Council’s final decision on the designs.

Council decision

At a public meeting on Tuesday 12 November, Council endorsed the Acland Street Tram Stop design Option 4 and Fitzroy Street Tram Stop design Option 3. The Acland Street design will see Acland Street closed to motor traffic between Belford and Barkly Streets, with a Plaza located between Acland Court and the intersection with Barkly Street. With Fitzroy Street, stops 132 & 133 would be removed and replaced with a new stop between Grey and Princes streets located adjacent to Albert Park. Council will ensure wider revitalisation of the St Kilda Village precinct will run in parallel with upgrades to Tram Route 96 and 16.

We would like to thank everyone who contributed to the consultation process for the Route 96 tram upgrades through the Community Reference Groups (CRG). The comments and ideas received during these sessions informed Council’s decision on the designs, and will be incorporated into the next phase of the project.

What changes could be made to the Council’s key project objectives?

Key objectives

  1. Preserve the vibrancy and unique identity of Acland Street and Fitzroy Street as major shopping and tourism destinations ensuring that businesses can continue to service the local community and a large number of visitors successfully.
  2. Promote equitable access to transport, services for people of all abilities.
  3. Recognise the contribution by the walking economy to the viability of each of the precincts.
  4. Support the creation of a better connected transport network to enhance the priority and safety given to alternatives to travelling to each precinct by car.
  5. Consider opportunities to improve the public realm and liveability of Acland and Fitzroy streets for the whole community.
  6. Use catalyst transport projects to improve the sustainability of our streetscapes.
  7. Meaningfully and honestly engage the community and stakeholders in the design and decision making processes.
  8. To create a truly liveable and connected City, there needs to be a focus on people and goods movement, as opposed to solely vehicle movements, as well as accessibility and connectivity to key services and employment opportunities.
