Bringing the Shrine to Sea Masterplan to life
In partnership with the Department of Energy, Environment and Climate Action (DEECA), Parks Victoria and the Department of Transport and Planning, we're working to transform the Kerferd Road median and pier forecourt.
What was once a simple grassed median, will become a vibrant series of green spaces, with over 30,000 native plants, new paths, seating and sculptures to celebrate local stories and Aboriginal culture.
We’re sharing the detailed design so we can confirm we’re on the right track and note anything else to consider as the project continues.

What you can influence on this project
This project was developed through extensive community engagement via Engage Victoria. We're now testing the final design to make sure we've got it right.
Your feedback will shape decisions about:
- Landscaping or design elements we may have overlooked, or that may need to be tweaked in some way
- How we implement the changes along Kerferd Road.
Parts of the project not able to be influenced include:
- Timelines for implementing the changes
- Budget
- Changes to the masterplan.
We're eager to hear your feedback and combine this with other considerations such as costing, feasibility, and expert advice to make sure we create the best possible outcome for everyone.
