We're creating a new fenced dog off-leash area to give local dogs and their owners a safe and dedicated place to exercise, play and socialise. The project is part of Council's commitment to providing more fenced dog parks across Port Phillip while supporting shared use of our public spaces.

Fennell Reserve was identified through Council's strategic planning and previous investigations into suitable locations for fenced dog off-leash areas. Council formally designated Fennell Reserve as a dog off-leash area in August 2025.

An air-lock gate is a double-gate entry system designed to help keep dogs safe. When entering or leaving the park, one gate is closed before the second gate is opened, reducing the chance of dogs accidentally escaping.

We're committed to creating a dog park that works well within the existing reserve. The design includes new tree planting and landscaping, and we've considered how the dog park can sit alongside other uses of the space.

We are exploring whether dog agility or enrichment features can be included. This could include things like tunnels, balance beams or other dog play equipment. We'd like to hear what features the community would value most.

There will be no changes to parking arrangements as part of this project.

We'll review all feedback received during the engagement period and consider it alongside technical, environmental, accessibility, safety and budget requirements. Feedback will help us identify opportunities to improve the design before it is finalised.
