What is happening with the Port Melbourne Light Rail Linear Parks Plan?

About the project

A Master Plan is being prepared for nine reserves along the Port Melbourne Light Rail Corridor. This Master Plan will increase the diversity of unstructured recreation and social facilities across these reserves, protect mature trees and strengthen the indigenous vegetation values along the light rail corridor.

The Port Melbourne Light Rail Corridor is a one-kilometre linear park which offers a variety of informal recreational activities, including a commuter trail connecting City of Port Phillip (CoPP) residents to Melbourne’s CBD.

The Master Plan will include the following reserves:

  • Cook Reserve
  • Fennell Reserve
  • Gill Reserve
  • Hester Reserve
  • Howe Reserve
  • Page Reserve
  • Smith Reserve
  • Turner Reserve
  • Walter Reserve.

What will this project involve?

This project involves the preparation of a landscape Master Plan for the Port Melbourne Light Rail Corridor.

Stage One engagement will seek to understand how the community uses the reserves and their future aspirations for the spaces. This feedback will help shape the draft Master Plan for the reserves.

Stage Two engagement will be carried out in October 2025, where we will be asking the community for their feedback on the draft Master Plan.

Frequently asked questions

The Master Plan will focus on improving the quality and diversity of experiences offered along the 1-kilometre linear public open space.

The Master Plan will also encourage a holistic approach to the use and management of the reserves for greater community benefit. It will guide future projects and works within the reserves

The benefits will be:

  • Increased number of trees and greening opportunities
  • Increased sense of safety within the reserves
  • Improved access throughout the reserves
  • Increased walking and informal recreation opportunities
  • Linking community members to parks and walking trails
  • Improved facilities and level of services.

The Master Plan will ensure the protection of mature trees and strengthen the indigenous vegetation values along the Light Rail Corridor.

It will also implement principles from Council's Urban Forest Strategy including increased greening and canopy cover.

Council is hoping to have the Master Plan finalised by mid-2026. A copy of the Master Plan will be uploaded to this project page.

  • Crime Prevention through Environmental Design (CPTED)
  • Diversity of experiences
  • Social infrastructure
  • Active transport
  • Heritage
  • Sustainability, integrated water management and climate resilience.

Feedback from the community in Stage 1 engagement will inform the development of the draft Master Plan.

Feedback from the community in Stage 2 engagement will help to inform the finalisation of the Master Plan.
