Built Environment and Heritage

Introduces local policies relating to the form of new development from content previously contained in the Local Planning Policy Framework. Updates to these policies are largely policy neutral, with minor updates to references to new background documents and content in accordance with strategic documents. The heritage policy implements new Heritage Design Guidelines, which provide detailed and illustrated guidance on eleven development themes, informed by extensive consultation undertaken in 2019.

The Signs policy (Clause 15.01-1L-01S of the Port Phillip Planning Scheme) contains strategies relating to the construction of signs.

The content has largely comes from existing planning policy in Clause 22.08 (Outdoor Advertising policy) of the Port Phillip Planning Scheme.

The Urban Design policy (Clause 15.01-1L of the Port Phillip Planning Scheme) includes strategies relating to landmarks, views and vistas, building form, the public realm, street level frontages, landscaping, streets and laneways and the foreshore environs.

The content in the Urban Design Policy has generally come from existing planning policy in Clause 21.05 (Built Form), Clause 21.06 (Neighbourhoods), Clause 22.06 (Urban Design Policy for Non-residential Development and Multi-residential Development), Clause 22.11 (Carlisle Street Major Activity Centre Policy) and Clause 22.14 (Bay Street Activity Centre Policy) of the Port Phillip Planning Scheme.

It has also been updated in line with the Council Plan 2017-2027 (City of Port Phillip) and recommendations in the Port Phillip Planning Scheme Audit (2018), including in relation to universal accessibility, the place making in streets approach, permeability, landscaping and vehicle accessways.

The Building Design policy (Clause 15.01-2L-01 of the Port Phillip Planning Scheme) addresses how buildings should be designed to respond to local context has an application scope limited to non-residential development and multi-unit residential development where Clause 55 does not apply.

The Building Design policy has been updated in line with the Council Plan 2017-27 (City of Port Phillip), and Activating Laneways Strategy (City of Port Phillip, 2011), as well as reference to updated background documents endorsed by Council, including Act and Adapt Sustainable Environment Strategy (City of Port Phillip, 2018-2028) and Activating Laneways Strategy (City of Port Phillip, July 2011 adopted August 2011).

The Urban Art policy (Clause 15.01-2L-02 of the Port Phillip Planning Scheme) contains strategies relating to the integration of urban art in new developments with a development cost that exceeds 2 million dollars.

The Urban Art implements land use and development directions contained in Art and Soul - Creative and Prosperous City Strategy (City of Port Phillip, 2018-22) which has been endorsed by Council.

Otherwise the content has largely come from existing policy in Clause 22.06 (Urban Design Policy for Non-residential Development and Multi-residential Development) of the Port Phillip Planning Scheme.

The Subdivision policy (Clause 15.01-3L of the Port Phillip Planning Scheme) outlines strategies relating to the subdivision of vacant land and car parking associated with subdivision.

The content has largely come from existing policy in Clause 22.05 (Subdivision Policy) of the Port Phillip Planning Scheme.

The Neighbourhood Character policy (Clause 15.01-5L of the Port Phillip Planning Scheme) contains strategies relating to the design of development within areas the existing built form character is to be retained or a preferred character for an area has been identified.

The Neighbourhood Character Policy has been a policy neutral translation except for updating reference to updated background documents Fishermans Bend Estate Guidelines (City of Port Phillip, revised 2021) and Garden City Estate Guidelines (City of Port Phillip, revised 2021) which have been endorsed by Council.

Otherwise the content has largely come from existing policy in Clause 21.05 (Built Form), Clause 21.06 (Neighbourhoods) and Clause 22.09 (St Kilda Area Foreshore policy) 22.09 (St Kilda Area Foreshore policy) of the Port Phillip Planning Scheme.

The Environmentally Sustainable Development (ESD) policy (Clause 15.02-1L of the Port Phillip Planning Scheme) outlines how to achieve best practice in environmentally sustainable development, from the design stage through to construction and operation.

The Environmentally Sustainable Development policy has generally been a policy neutral translation with some updates made in response to feedback from the Department of Environment, Land, Water and Planning (DELWP).

Otherwise the content has largely come from existing policy in Clause 22.13 (Environmentally Sustainable Development) of the Port Phillip Planning Scheme.

The Heritage policy (Clause 15.03-1L of the Port Phillip Planning Scheme) provides guidance on the retention and protection of heritage buildings and places, as well as on design that respects and complements heritage places.

The Heritage Policy has been updated to implement new Heritage Design Guidelines (City of Port Phillip, 2021), addressing policy gaps to include new strategies for conservation, significant trees and gardens, sustainability and services, relocation, fencing, signage, subdivision, and public realm and infrastructure. Updates also build on the existing policy with revised strategies and policies for demolition, visibility of additions and car parking.

In addition, references have been updated to the background documents Fishermans Bend Estate Guidelines (City of Port Phillip, revised 2021) and Garden City Estate Guidelines (City of Port Phillip, revised 2021), both of which have been endorsed by Council.
