Infrastructure

Introduces local policies relating to health and education precincts, open space and water sensitive urban design from content previously contained in the Local Planning Policy Framework. Largely policy neutral with minor updates to refer to updated background documents and content to reflect key strategic documents and new policy addressing waste management, foreshore development and multi-functional spaces.

The Community Facilities policy (Clause 19.02-4L of the Port Phillip Planning Scheme) contains strategies supporting the delivery of new community facilities.

The Community Facilities policy has been updated in line with the Council Plan 2017-27 (City of Port Phillip, 2017) and the Port Phillip Planning Scheme Audit (City of Port Phillip, 2018), both of which have been endorsed by Council.

Otherwise the content has largely come from existing policy in Clause 21.04 (Land use) and Clause 21.06 (Neighbourhoods) of the Port Phillip Planning Scheme.

The Public Open Space and Foreshore policy (Clause 19.02-6L of the Port Phillip Planning Scheme) contains strategies relating to both the creation of new and improvement of existing public open space and foreshore areas.

The Waste and Resource Recovery policy (Clause 19.03-5L of the Port Phillip Planning Scheme) includes strategies to assist facilitate diversion of waste from landfill and to maximise resource recovery.

The Waste and Resource Recovery policy has been updated in line with new content adapted from Clause 58.06-3 (Waste and recycling objectives) of the Port Phillip Planning Scheme and the following Council endorsed documents:
