Environmental Risks and Amenity

Introduces a local policy relating to maintaining the amenity of existing areas from content previously contained in the Local Planning Policy Framework. Contains the following policies, which are largely policy neutral:

The Backpackers' Accommodation policy (Clause 13.07-1L-01 of the Port Phillip Planning Scheme) aims to maximise the economic benefits of backpacker tourism while minimising the off-site impacts generated by this type of accommodation.

The content has largely comes from existing policy in Clause 22.02 (Backpackers' Lodges) of the Port Phillip Planning Scheme.

The Caretakers' Houses policy (Clause 13.07-1L-02 of the Port Phillip Planning Scheme) aims to protect the primary industrial and commercial use of land while supporting caretakers houses where they are necessary to an ancillary use.

This policy has been a policy neutral translation.

The content has largely comes from existing policies in Clause 22.03 (Caretaker’s Houses in Industrial and Business Zones) and Clause 22.05 (Subdivision Policy) of the Port Phillip Planning Scheme.

The Interfaces and Amenity Policy (Clause 13.07-1L-03 of the Port Phillip Planning Scheme) aims to manage amenity conflicts between commercial, industrial and residential activities while maintaining the viability of commercial or industrial activities.

This policy has been updated to reflect recommendations from the Port Phillip Planning Scheme Audit (City of Port Phillip, 2018) around managing amenity in mixed use areas and is partially adapted from current City of Yarra Interfaces uses policy (Clause 22.05 of the Yarra Planning Scheme).

Otherwise the content has largely come from existing policy in Clause 21.04 (Land Use), Clause 22.01 (Non-residential Uses in the Residential Zones) and Clause 22.06 (Urban Design Policy for Non-residential Development and Multi-residential Development) of the Port Phillip Planning Scheme.

The Tourism, Entertainment Uses and Licensed Premises policy (Clause 13.07-1L-04 of the Port Phillip Planning Scheme) includes strategies to promote Port Phillip as a visitor and entertainment destination, while minimising possible adverse impacts of these uses.

The Tourism, Entertainment Uses and licensed premises Policy updates the policy in line with the Council Plan 2017-27 (City of Port Phillip) which has been endorsed by Council.
