Transport

Introduces local policies which promote sustainable transport and address road systems and car parking in new development from content previously contained in the Local Planning Policy Framework. Implements land use and development directions from Council's Integrated Transport Strategy introducing new content for active transport infrastructure, electric and cargo bikes and car share and updates policy to reflect VCAT outcomes regarding height clearance.

The Sustainable Personal Transport policy (Clause 18.02-1L-01 of the Port Phillip Planning Scheme) includes strategies supporting development that promotes alternate modes of transport.

The sustainable personal transport policy implements land use and development directions from Move, Connect, Live: Integrated Transport Strategy (City of Port Phillip August, 2018) and adds new content for active transport infrastructure in accordance with Planning Scheme Audit Report (City of Port Phillip, 2018), both of which have been endorsed by Council.

Otherwise the content has largely come from existing policy in Clause 21.03 (Ecologically sustainable development) of the Port Phillip Planning Scheme.

The Walking and Bicycle Riding policy (Clause 18.02-1L-02 of the Port Phillip Planning Scheme) supports the provision of walking and cycling networks and facilities.

The Walking and Bicycle Riding policy implements land use and development directions from Move, Connect, Live: Integrated Transport Strategy (City of Port Phillip August, 2018), introduces new content for electric and cargo bikes in accordance with a Planning Scheme Audit Report (City of Port Phillip, 2018)2018) recommendation and Built Environment Sustainability Scorecard (BESS). Move, Connect, Live: Integrated Transport Strategy (City of Port Phillip August, 2018) has been endorsed by Council.

Otherwise the content has largely come from existing policy in clauses 21.03 (Ecologically Sustainable Development), 21.04 (Land Use), 21.05 (Built form), 22.04 (Heritage policy) and 22.06 (Urban design policy for non-residential development and multi residential development) of the Port Phillip Planning Scheme.

The Loading Facilities policy has largely come from existing policy in Clause 22.06 (Urban design policy for non-residential development and multi residential development) of the Port Phillip Planning Scheme and has been updated to address height clearance issues raised in cases heard at the Victorian Civil and Administrative Tribunal (VCAT).
